Executive summary Part 1 measures popularity: it ranks repositories by GitHub stars, not by technical quality or usefulness. Part 2 measures discovery value: it prioritizes projects worth studying, experimenting with, or watching. Stars reward very different things: learning resources, “awesome” lists, frameworks, AI tools, and cultural repos can all rank highly. Popularity ≠ practical value: a repo can be famous but not useful for your next build; a smaller repo can be far more instructive. AI/dev-tool momentum is strong: the discovery radar is heavily biased toward AI agents, local inference, model serving, automation, RAG, developer tooling, and modern app infrastructure.
